Video Selfie at account opening if you can't speak

When you open an account, you have to give a video selfie and speak something, what happens if you can’t speak, would the account be refused, or is the speaking just optional ?

I’m only asking because I know someone that would like to open an account, but won’t be able to do the speaking part.
